The Villena City Council has definitively approved the awarding of the waste collection and street cleaning service to FobesaThis constitutes the largest cleaning contract in the municipality's history. The City Council has approved a 10-year contract worth approximately €34 million. For Fobesa, Villena represents a strategic location in its expansion and consolidation process within the province.
More staff, new services and overall service improvement
The new contract represents a significant qualitative and quantitative leap in service delivery. The workforce will increase from 39 to 63 employees, a 63% rise. Waste collection is guaranteed seven days a week throughout the town center, and underground containers will be eliminated and replaced with new container areas.
Among the main new features are the implementation of an on-demand home pruning collection service in scattered areas and fields and the complete renewal of all the municipality's containers (residual waste, organic waste, packaging and paper).
In addition, the door-to-door service is being reinforced in the neighborhoods of Virtudes, La Constancia and Las Cruces, as well as the selective collection in industrial parks, which will include all fractions.
Digitization, control and citizen participation
The contract includes a computerized monitoring and control system that will allow the City Council to supervise collection routes, litter bin emptying, and the location and activity of the teams in real time. In addition, a citizen application will be launched for managing incidents, identifying littering areas, and submitting complaints.
An emergency brigade is also created, designed to act immediately in the event of isolated spills, vomiting or other incidents that require a rapid response.
Reinforcement of machinery and new organization of the service
The service will have 16 new vehicles, including sweepers, water trucks, pressure washers, pressure washer vans, specific equipment for cleaning pavements, manual and electric carts, as well as electric blowers to reduce the noise impact.
Villena will be organized into 13 cleaning zones, incorporating the La Zafra neighborhood for the first time, with services tailored to each area: manual and mechanized sweeping, street washing, pressure washing, brush clearing, and cleaning of the castle wall twice a year. The service will also be provided in the afternoons six days a week, with special attention to parks and commercial areas.
Parks, street furniture and environmental management
The contract includes the initial installation of 500 new litter bins, with an additional 50 to be replaced each year. Three dedicated workers are assigned to green areas, increasing to five thanks to the improvements offered, and two additional environmental educators are added.
Shock cleanings will be carried out, specific actions on street furniture and feline colonies, and during the Moors and Christians festivities the collection will be reinforced with two daily services in the most sensitive points.
Controlled areas in scattered settlements
One of the main innovations will be the creation of 10 enclosed and monitored container areas in scattered locations, with access controlled by card or code and video surveillance systems, with the aim of preventing illegal dumping. If the experience proves positive, the City Council plans to expand the number of these areas.
